Restructuring when flash is synchronized.
Flash is always synchronized after AlphaPro update (SendChg/SendAll) and before software reset if any pending changes. (No sync if sudden power or APC reset).
Nvram option for different syncronization level:
ex_profile.glob_const.flash_sync_level

- 0 = (Default) Slow (4 hours) auto sync after DAK programming from station, $SNV, $GRM, $VOL and $SSC (Set Station class of service).
- 1 = 8 second delay before auto sync after DAK, $SNV, $GRM, $VOL and $SSC
