$SEB allow blocking of events from IP station (no analog stations) with $DP message. <br\>

Note 1: Block state will always be cleared after reset. <br\> Note 2: Only station events kicked by DIP protocoll are blocked. Events from SimpleLinkLayer ($M, $MREL e.g) are not blocked during active blocking. <br\> Note 3: $DIAL_DAK is actually (AMC 11.2.3.3) using the DIP function to simulate DAK pressing. Based on this $DIAL_DAK is blocked also at SimpleLinkLayer <br\>

0 = Don't block event <br\> 1 = Block event <br\>
