Reset a device. Note that this also applies to the ICX-AlphaCom server.

The ICX-AlphaCom will do GET_DEVICE 1 second after RESET_DEVICE. If the external device is not able to do a hardware reset within this time, it’s OK to reset only the software for ICX-AlphaCom communication.
